Illinois Small Business
Development Center at Shawnee Community College
The Illinois Small Business Development Center (ISBDC), located on the campus of Shawnee
Community College in Ullin, IL, offers a full range of services to potential business owners and to
existing business and industry in the area. Its mission is to assist small business owners and
managers to gain awareness and access to the public and private management and technical
resources they need to survive, expand and prosper, through referrals and the direct delivery of
services. Through education, counsel and referrals, the ISBDC shall assist small businesses to
function more effectively, increase the chances of new venture success and to thereby enhance
profitability, increase employment and contribute to the vitality of southernmost Illinois.
Since 2000, the ISBDC has served over 1691 clients. The result - 56 start-ups and 48 expansions, with 508 new jobs created or retained.

- Information/assistance on developing a business plan or marketing plan.
- Information/assistance on federal, state and local business loans, including:
- Small Business Administration Guaranteed Loan Program
- Illinois Department of Commerce and Economic Opportunity
Loan Programs
- County and City Revolving Loan Programs
- Southern Five Revolving Loan Program
Services are offered at no cost.
Since 2000, Shawnee Community College has assisted area businesses in securing over
$10,120,000 in business loans.
Procurement Services
Shawnee Community College Illinois Small Business Development Center provides assistance with
government procurement opportunities. These services include, but are not limited to:
- Monitoring the Commerce Business Daily on diskette, state legal paper and local papers
for bid opportunities;
- Providing information and general consultation to help Illinois companies understand the
procurement process;
- Matching the firm's product, manufacturing or service capabilities with major military and
civilian buying agencies;
- Providing assistance for the completion of bidder application forms;
- Identifying defense and civilian agency contracting opportunities to Illinois firms;
- Reviewing bid packages to ensure the company understands the bid requirements;
- Providing information regarding contract administration, quality assurance and other
post-award assistance as needed.
Since 2000, Shawnee Community College has assisted area businesses in securing 77
contracts for a total of $19,477,773.
Economic Development
Shawnee Community College is a vital member of a five-county economic development
partnership. The ISBDC can assist with economic development issues and concerns, site
identification, workforce availability, demographics and proposal development. The ISBDC
successfully compiled the proposal which secured the Super-Maximum Security Prison at
Tamms (Alexander County) and is also a partner in the U.S. Army Corps of Engineers Olmsted
Locks and Dam Project.

The ISBDC program is developed through a partnership between the U.S. Small Business
Administration, the Illinois Department of Commerce and Economic Opportunity, and Shawnee
Community College as a service to Illinois small business under cooperative agreement #SB-2M-
00097-13.
The Shawnee Community College Illinois Small Business Development Center is a member of a
statewide organization, the Illinois Small Business Development Association (ISBDA).
